Here’s the breakdown:

  • Go to Ads Manager
  • Click Tools, then choose Audiences
  • Click Create Audience
  • Select Custom Audience
  • Click Website Traffic
  • Give your Custom Audience a name, choose a Website Traffic option and click Create Audience
